Dr. F.A. Khan received a Ph.D. from Illinois Institute of Technology, M.B.A. in
Management from Western Michigan University, M.S. and B.S. in Engineering from
M.E.Tech. University and a B.S. in Physics from Karachi University. He is an active
Alternate Engineer Member of the Hearing Board for the South Coast Air Quality
Management District (SCAQMD) sitting on the Board with a regular high
frequency, member of ASME, SAE, ASTM, and ASIE, and a former member of the
Panel of Experts for the United States Technical Advisory Group to ISO for
development of Noise Measurement Standards from machinery. His biography
published in 1990 and 1991 editions of "Who's Who in California" and in
"International Directory of Distinguished Leadership" of American Biographical
Institute. He has presented many papers and holds numerous patents in controls
technology. He has also conducted a large number of seminars and training
workshops for professional societies and in-house and clients' technical and
management staffs in U.S., Canada, Europe, and Far East. Dr. Khan is a part time
lecturer at California State University. He is certified as “Hazardous Waste
Manager and Trainer for the State of California. He is also an expert on sound
measurement and abatement.

Of the twenty seven years of Dr. Khan’s experience twenty-five years have been in dealing with the environmental
issues, solution of environmental problems, and program management, with the past five years in full time
environmental consulting capacity. Dr. Khan’s expertise includes soil characterization and detoxification technologies
for remediation of hazardous wastes, including physical, chemical, and biological technologies; environmental
standards and permitting; RCRA, SARA, CERCLA, CAA, CWA, NRC and DOE standards and guidelines; quality
assurance; remedial design and remedial action; sound measurement and abatement; and diverse innovative
electromechanical and electro-hydraulic systems.

Dr. Khan has been extensively involved in regulatory compliance issues and permitting and has developed and
implemented quality assurance programs in compliance with EPA-QAMS 005, DOE Order 5700.6C, RCRA, CAA,
CWA, MIL-I-45208 and MIL-Q-9858A. Dr. Khan is presently involved in the development of a highly innovative and
patented in-situ chemical/bio-remediation technology for soil detoxification (write-up published in the October 1993
issue of “Soils” Magazine). Previously, Dr. Khan developed and constructed a highly innovative EPA-tested and
approved in-situ soil detoxification technology known as the “Detoxifier” and procured CAL-EPA Permits; performed
hazardous waste site cleanups using physical, chemical, and biological remediation technologies; consulted and
executed resource conservation, hazardous waste minimization, control, and management; developed and
implemented remedial design, remedial action, and environmental safety and compliance programs per CERCLA,
SARA, and AEA guidelines.

Development of Soil Characterization and Detoxification Equipment. At CALWELD, as V.P. of Engineering he was
responsible for the development of soil characterization and detoxification equipment for in-situ remediation of soil
contaminated with hazardous wastes without removal of soil; selective catalytic reduction (SCR) and emission
abatement technologies; incineration, thermal oxidation, biological, chemical and physical remediation technologies;
CAL-EPA and AQMD permitting; and environmental impact projects phase II, phase III and IV. He successfully
developed the mobile MANCHAK TECHNOLOGY for in-situ removal of hazardous wastes from soils. This technology
was selected by EPA for site demonstration and was declared an APPROVED technology. Statewide permits were
issued by the state of California. He procured environmental permits and successfully field tested the prototype and
the production versions at two large sites at Long Beach and San Pedro, CA.
